If he does go to the toilet outside, praise him. Do not scold the dog if he relieves himself inside the house. The dog is not aware that this is undesirable behavior, and scolding will not change that fact. Instead, make the effort and take your dog outside 15 minutes after eating, and every 2 hours otherwise. Also, if you crate your dog, take him outside immediately after releasing him from the crate.
